Verkhovnaya Rada Speaker Volodymyr Groysman declared that the Parliament must approve changes to the Constitution regarding decentralization by the fall of 2015, said Groisman at a briefing on Monday.
He reminded about the initiative of the President of Petro Poroshenko on the establishment of the constitutional Commission, which will develop basic text changes to the Constitution in terms of decentralization and rights of local communities, “together with experts”.
