When you want peace, you look for ways to achieve it. When you want war … the Verkhovnaya Rada accepts a bill, which leads to war.
Yesterday several decisions were adopted, which are united by one thread. All of them are contrary to the agreements reached in Minsk on February 12:
1. The law on the special status of Donbass:
“Under this law a special procedure of operation of bodies of local self-government in certain areas of Donetsk and Lugansk regions is realized exclusively by local governments, elected in a special election, scheduled and held in accordance with The Constitution of Ukraine, this and other laws of Ukraine”
It is noted that elections should be held after the withdrawal of all illegal armed groups, military equipment of the militants, as well as “militants and mercenaries from the territory of Ukraine” and under conditions of preventing unlawful interference into the electoral process, including by illegal armed groups”
Paragraph 4 of the Minsk protocol states that the law had to be adopted after the coordination of the text with the representatives of the LDPR. This point was expectedly ignored, which prompted Pushilin to make the following statement:
“The adoption of the amendments to the law on the special status by the Rada – is a point of no return to the Minsk agreements as such. Minsk agreement does not provide for the amendments to the law on the status of Donbass. Poroshenko essentially makes a number of trailer amendments, which after our analysis lead us to the conclusion that this law ceases to be viable“
2. The Verkhovna Rada supported the draft resolution on the definition of individual regions, cities, towns and villages in the Donetsk and Lugansk regions, in which a special procedure for local government is introduced.
“The individual regions, cities, towns and villages of Donetsk and Lugansk regions, in which in accordance with the law of Ukraine “On special order of local government in some districts of Donetsk and Lugansk regions,” a special order of local government is temporarily introduced, include the districts or parts thereof, cities, towns, and villages that are located in the areas located between the state border of Ukraine with the Russian Federation, the coast of the sea of Azov and the line defined by the supplement to the present resolution, corresponding to the Minsk Memorandum dated September 19, 2014″
To be absolutely honest, the Verkhovnaya Rada had added something for themselves (for example, Peski). Well, really, why give Peski to the militants. The Debaltsevo pocket Verkhovnaya Rada also prudently left for itself. Although, after paragraph 1, it is simply a childish prank.
3. “The Verkhovna Rada of Ukraine supported the draft resolution of the appeal to the UN Security Council and the Council of the European Union on the deployment of the international operation in support of peace and security on the territory of the country.
“On behalf of Ukraine I am addressing the President of the European Council and the Council of the European Union to initiate the appropriate procedures for the beginning of the operation of the European Union in the framework of a Common policy on security and defense in Ukraine, the specific modalities which will be determined in consultation with the Ukrainian side under the established practice. Requesting to send a mission to Ukraine for a preliminary assessment of the situation”
“On behalf of Ukraine I am addressing the President of the European Council and the Council of the European Union to initiate the appropriate procedures for the beginning of the operation of the European Union in the framework of a Common policy on security and defense in Ukraine, the specific modalities of which will be determined in consultation with the Ukrainian side under the established practice. Please send a mission to Ukraine for a preliminary assessment of the situation”
I understand that Kiev has no options to save even the current status quo. The army is decomposing and actually falling apart. Troops of LDPR in a month or two will become even stronger than they were in the winter. Only a miracle can save the junta … or peacekeepers. One problem. This is not part of the Minsk Protocol. But who cares. Moreover, it is obvious that the UN is all in the hands of Russia, but the EU … The Europeans will not go to Donbass. Are they crazy?
Yesterday the Verkhovnaya Rada made THREE more steps to war. One step – is a fluke. Two – a coincidence. Three – a pattern.
