“Kiev, maybe, will take a decision of amnesty and at the same time deprive our negotiators of citizenship. Poroshenko already stated this and even gave instructions to the government, and then Kiev will say that they fulfilled the conditions of the package, but he can’t negotiate with stateless persons. And, moreover, these persons without citizenship cannot participate in the elections”, – quotes RIA “news”.

On February 12th, during 16-hour negotiations, a document was signed of the contact group on measures aimed at the implementation of the Minsk agreements. The document envisaged a ceasefire in Donbass from 00.00 local time on 15th February, with the withdrawal of all heavy weapons by both parties to the conflict “at equal distances of at least 50 kilometers from each other”; the withdrawal of all foreign armed formations, military equipment and mercenaries from Ukrainian territory under OSCE supervision; the disarmament of all illegal groups and formations; the constitutional reform in Ukraine until the end of 2015; the conduction of elections in some districts of DPR and LPR in compliance with standards of the OSCE and the ODIHR (Office for Democratic Institutions and Human Rights), as well as the application of special status for the Republics.

On 21st December, the press Secretary of the President of Russia Dmitry Peskov said that there was no progress on Minsk 2. On December 24th, Deputy foreign Minister of Russia Grigory Karasin said that the Minsk agreement on the settlement of the situation in Ukraine was extended for 2016.
