Russian Defense Ministry is ready to support the proposal of UN special envoy for Syria, Staffan de Mistura, of a 48-hour “humanitarian pause” in Aleppo. This was stated by the official representative of the department Major-General Igor Konashenkov.
“Guided by the principles of international humanitarian law and in order to scale up the humanitarian operation in the city of Aleppo, the Russian Defense Ministry is ready to support the proposal of a special envoy of the UN Secretary General for Syria Staffan de Mistura on the introduction of a 48-hour “humanitarian pause” to deliver to the residents of the city needed food, medicine, and restore vital infrastructure systems “- Major-General Konashenkova said in a statement.
According to him, Russia is ready as early as next week to enter into the first 48-hour “humanitarian pause” as a test-run
“The specific date and time will be determined after receiving information from the representatives of the United Nations on the availability of humanitarian convoys, and confirm the safety guarantees of their passage from our American partners”, the general added.
He noted that the Russian Federation is ready to provide assistance in coordination with the Syrian government for the safety of UN humanitarian convoys as they pass through the territory controlled by government forces. “In turn, we expect a similar guarantee from the United States when running convoys through the territories controlled by the so-called moderate opposition”, – he stressed.
The first UN humanitarian convoy can be sent from the Gaziantep, Turkey by eastern districts of Aleppo on the Castello, the other – in the western areas of the city, said Konashenkov.
In response to the UN appeal, the Russian Defense Ministry is ready to make further efforts to improve the efficiency of review mechanisms, and to ensure safe passage of humanitarian convoys of the UN, traveling to the eastern regions of Aleppo. This will remove the concerns of the Syrian authorities on the nature of delivered goods, and will meet the need for a thorough examination of convoys by government troops. Representatives of the Russian Center for Reconciliation will provide the necessary assistance to the Syrian military convoys when passing through checkpoints on the outskirts of Aleppo.
