Yanukovych urges world leaders to investigate Maidan, force Kiev to uphold Minsk

Ex-Ukrainian President Viktor Yanukovych has appealed to world leaders in a letter outlining his view of events on the Maidan and proposing steps for resolving the Ukrainian crisis. 

The letter, the text of which has been made available to RIA Novosti, is addressed to the leaders of the “guarantor countries” of the political crisis in Ukraine – the presidents of France and Poland, the president and chancellor of Germany, the presidents of the US and Russia, the head of the Parliamentary Assembly of the Council of Europe, the general secretary of the Council of Europe, and the chairman of the European parliament. 

“I want to inform you of certain facts that took place in Ukraine in February 2014 and led to the escalation of an armed conflict in the heart of Europe. These events must be given objective, legal assessment both in Ukraine and on the international level,” Yanukovych writes.

The ex-Ukrainian president believes that only political-legal pressure on the Ukrainian authorities to fulfill the Minsk Agreements will lead to qualitative changes in Ukraine’s socio-political life. 

Yanukovych writes: “In the event of non-compliance with the Minsk Agreements by the current Ukrainian authorities, the holding of a referendum on the status of Donbass must be initiated.”

His letter also proposes including representatives of the self-proclaimed republics of Donbass in Normandy format negotiations. In his letter, Yanukovych also calls on world leaders to initiate the establishment of a special commission under the Council of Europe to monitor the investigation of crimes committed on the Maidan.

“Restoring peace and the rule of law in Ukraine is possible only with an objective and transparent investigation of the tragic events of February 2014 which gave impetus to the further escalation of the conflict that developed into the civil war in Ukraine,” Yanukovych asserts.
