MOSCOW, June 13 (Itar-Tass) – RIA Novosti. Only Kiev can stop the civil war in Ukraine, by fulfilling the Minsk agreements, said Dmitry Peskov, the presidential press secretary.

“It is not occupied by Russia, Russia does not occupy any territories,” he said in response to a request to comment on the bill under consideration in Ukraine to declare the uncontrolled part of Donbass as a territory occupied by Russia.

According to Peskov, this is an intra-Ukrainian conflict. “To call things by their right name, this is a civil war, which can be stopped only by Ukraine itself, only Kiev, acting in line with the implementation of Minsk agreements,” he added.

The authorities of Ukraine in April 2014 launched a military operation against the self-proclaimed LPR and the DPR, which declared independence after a coup d’etat in Ukraine in February 2014. According to the latest UN data, about 10,000 people have become victims of the conflict.

The issue of settling the situation in the Donbass is being discussed, among other things, during the meetings in Minsk of the Contact Group, which since September, 2014 has already adopted three documents regulating the steps to de-escalate the conflict. However, despite the armistice agreements between the parties to the conflict, bombardments continue.
