NEW YORK, United States of America – The Russian Ambassador to the UN, Vassily Nebenzya said on Wednesday at a meeting of the UN Security Council that humanitarian aid to Syria that bypasses Damascus from neighboring countries cannot continue and needs a revision.
“The Security Council is facing a serious discussion of cross-border operations in the absence of quality monitoring over them,” he said, adding that Moscow would request consultations on the issue.

“This mechanism should not be kept up in its current form because it infringes on Syria’s sovereignty and runs counter to the principles of international humanitarian cooperation coordinated by the UN General Assembly,” Nebenzya said.
“Some time ago, it became an unprecedented emergency measure that requires reassessment today,” he concluded.
