It is incorrect to say that Russia does not allow observers to the border of the Donbass, as has been claimed by Kiev. The OSCE Mission throughout the year had access to various problem areas of the Russian-Ukrainian border in accordance with its mandate.

This was stated today at a press conference in Moscow by the director of the Center for Political Conjuncture Alexei Chesnakov.

“The Russian side has never been against monitoring the Russian-Ukrainian border. But the US side insists on control, which would be carried out by UN peacekeepers. At the same time, they would carry out a number of complex peacekeeping functions, including the disarmament of militias, and perhaps even the organization of the work of the provisional administration. But all these functions contradict the Minsk agreements. There is no such functions listed even for the OSCE,” Chesnakov said.

According to him, the dialogue with the American side can only be continued on the basis of the text of the UN resolution proposed by Russia. The project is about implementing the initiatives of Vladimir Putin on giving the UN mission the functions of protecting the OSCE staff.

“If we now transfer control to some incomprehensible armed forces, there is a danger of a complete blockade of the Donbass. Russia will always oppose this.” Chesnakov said.
