Gryzlov: Donbass needs to prepare for defense after the adoption of the law on reintegration. The RF plenipotentiary in the contact group for the settlement of the situation in the southeast of Ukraine believes that Kiev has chosen the path opposite to a peaceful one.

Minsk. The Verkhovna Rada, having adopted the law on the reintegration of the Donbass, chose the path opposite to the peaceful political resolution of the conflict in eastern Ukraine. This was stated on Thursday by Boris Gryzlov, the plenipotentiary representative of the Russian Federation in the contact group for the settlement of the situation in the Donbass.

“In recent days, the political show continued with the adoption of the law of Ukraine on the particulars of state policy on ensuring Ukraine’s state sovereignty in the Donbass,” he said. “By this act, the Verkhovna Rada recognizes Russia as an aggressor who occupied part of the territory of Ukraine; the president is endowed with additional powers to use armed forces against the population of Donbass in the conditions of martial law. In the law there is no mention of the Minsk agreements, nor guarantees of their fulfillment by Kiev. ”

“In fact, the path chosen is the opposite of a peaceful political solution to the conflict, imposed by the “war party” and welcomed by the president of Ukraine,” Gryzlov said.

He also drew attention to the fact that this law is adopted in conditions of the promised US deliveries of lethal weapons to Ukraine.

“In fact, we see that the US sanctioned resolving the conflict in the southeast of Ukraine by force, and not by a method of political settlement,” he said.

“Against this backdrop, there is no understanding of how Kiev intends to fulfill its political and other obligations enshrined in the Set of Measures endorsed by the UN Security Council resolution, the decisions of the contact group and the Norman format,” Gryzlov said. “Instead of lifting the blockade and normalizing the humanitarian situation, Instead of political decisions to impose a special status for Donbass, amnesty and free elections, it is the military suppression of the Donbass.”

“For the Donbass this is a signal about the incompetence of Kiev and an enforced necessity to prepare for defense,” the RF plenipotentiary underlined. “For Russia, which they declared an aggressor, this is yet another proof of Kiev’s reluctance to find political compromises and fulfill its obligations. Furthermore it is an attempt to place responsibility on Russia.”

According to Gryzlov, for the European partners this is a signal about “Kiev’s desire to jump out of the inconvenient Minsk agreements.”

“The law actually formed a new reality in the settlement process in the southeast of Ukraine, the construction on which the dialogue was built in Minsk was destroyed,” he said. “However, it is clear that the chosen path is false and will significantly complicate the situation in Ukraine.”

“Russia remains committed to the Minsk agreements, calls on Kiev to return to the fulfillment of its obligations. There is no alternative to Minsk-2,” the RF plenipotentiary in the contact group said.
