IOC bans top-performing Russian athletes – “medals gifted” to Western countries

The German newspaper Handelsblatt has called the absence of some of the main contenders for medals – Shipulin, Ustyugov, An (surname) – “a blow for Russia.” The publication emphasizes that they have never been in the spotlight for any kind of ‘doping’.
