The Ukrainian authorities can not declare war on Russia because of a fear of nuclear weapons.

This was stated by Secretary of the National Security and Defense Council of Ukraine, Oleksandr Turchynov.

“We do not have the military means to resist a nuclear state like Russia, if it uses the entire arsenal of its weapons,” he said, speaking in court in a case against former Ukrainian president Viktor Yanukovych.

“That’s why, as in February-March 2014, unfortunately, even now, when we have a battle-worthy army we can not declare war on the aggressor, because Russia is a nuclear state,” Turchinov stated, thereby refuting the statements of Ukrainian politicians about military operations of the Armed Forces against the Russian army in the Donbass.
