The delegation of Ukraine to the UN has demanded that the Security Council be reformed, first of all by changing the procedure for the use of the power of veto.
Kiev representative rotational member of the Security Council, has witnessed some “institutional flaws” in the work of the Council. In particular, there are numerous cases of abuse of the right of veto, because “just one delegation can make the Council completely paralyzed in situations when the Security Council’s actions are extremely necessary,” they stated.
Another problem they noted is “negotiations for the sake of negotiations.”
“The simple truth is that with such an attitude, we will never even come to terms with the text, because there will always be some sort of detailing, or aspect, or procedural problem that needs clarification and coordination,” they said.
Kiev calls not to delay the reforms and expresses hope for the changes as early as 2018. “Impossibility to achieve any progress along this path will lead to further reduction of the authority and relevance of the Security Council and, as a result, the entire organization,” the delegation said.
All the permanent members of the UN Security Council – Russia, the United States, China, France and the United Kingdom – have the right of veto, which makes it possible to block any resolution.
Kiev has more than once called to deprive Russia of this right.
In response to this, the official representative of the Russian Foreign Ministry, Maria Zakharova, told Foreign Minister Klimkin “to fix his country, and then try to improve international mechanisms.”
