By Ilya Belous & Joaquin Flores – KIEV, Ukraine – In a massive development this morning, Monday, November 26, 2018, the National Security and Defense Council of Ukraine (NSDC) convened a session at the order of Ukrainian President Poroshenko, and it was voted to impose martial law in the country for 60 days. The proposal of the Secretary of the National Security Council Alexander Turchinov on the introduction of martial law was supported by Petro Poroshenko. At the same time Poroshenko assured that the decision will not limit the rights and freedoms of citizens.
Thus, the Kiev junta, who illegally seized power in Ukraine as a result of a color revolution and an armed coup , fabricated a reason to cancel the upcoming elections and concentrate even greater powers in Poroshenko’s hands. Martial law gives the Kiev junta completely different powers to extend its stay in power.
FRN accurately has consistently forecasted for a number of months, including in our coverage of the Kerch Strait incident yesterday, that such a provocation would be used in order to usher in martial law, with the strong likelihood of the cancellation of elections.
As late last night, the evening of the 25th near midnight, Ukrainian forces began heavy shelling of the DPR. Yesterday we wrote [emphasis added]:
“This comes as Ukrainian president, Poroshenko, is trailing by double digits in polls as the country heads towards election season at the start of 2019. Tymoshenko is expected to win, and while she is a well known Ukrainian oligarch with a proven history of corruption, she is playing upon growing anti-war sentiments within Ukraine, and general distrust the public has with the present government.
Poroshenko’s ‘out’ from having to conduct an election would be a serious increase in hostilities which would offer him the pretext to cancel elections as the country would enter a state of martial law.” – Joaquin Flores
The following are the primary requirements and powers granted by the declaration of Martial Law, according to the Ukrainian constitution.
Mobilization. Through the male population in the reserve, the number of the army within 2 days increases to 1 million soldiers.
Labor service. The population is involved in socially useful work aimed at ensuring the country’s defense. Labor service during the EaP, primarily affects the unemployed and students.
Curfew. It is forbidden to move along the streets of cities at night.
Censorship in the media. Television, newspapers and the Internet are checked for anti-state appeals.
Impossible protests. All protest actions are prohibited.
Elections. Restriction of the activities of political parties. For an indefinite period, presidential elections and elections to the Verkhovna Rada are canceled.
Seizure of property. Premises, road transport, food, etc. withdrawn with subsequent compensation.
To the list, you can add a ban on the sale of alcohol and weapons, the right to inspect the personal belongings of citizens without warrant, the provision of apartments for temporary residence of the military from the National Guard of Ukraine – quartering.
Only two structures can nullify martial law: the Verkhovna Rada and the National Security and Defense Council. The introduction of martial law implies, but does not oblige the declaration of war on the enemy. However, martial law means annulment of all financial, economic, diplomatic and other agreements.
The Rada will convene today at 4pm to vote up or down the imposition of martial law.
At about 2 am on the morning of November 26th, a statement regarding the recent major incident involving hostilities between vessels of the Russian and Ukrainian navies was published on the website of the Ministry of Foreign Affairs of Ukraine :
The Ministry of Foreign Affairs of Ukraine expresses a categorical protest of the Russian Federation in connection with the armed attack (highlighted by IB) and the seizure of the Ukrainian military boats Berdyansk, Nikopol and the tug Yana Kapu, as well as the wounding and capture of their crew members.
The attack on the Ukrainian ships that made the maritime transfer from the port of Odessa to the port of Mariupol in compliance with the provisions of all existing multilateral and bilateral international treaties and navigation rules is another act of armed aggression by the Russian Federation and against Ukraine, as defined, in particular, in Article 2 of the UN Charter and the provisions of the Resolution of the UN General Assembly 29/3314 of December 14, 1974 on the definition of aggression. Russia actually expanded its military operations against the Ukraine at sea .
Today, the Kremlin’s criminal regime has once again demonstrated that it has no limits and will stop in its aggressive policy and is ready for any acts of aggression against our state.
Ukraine urgently needs to provide medical assistance to the wounded soldiers, ensure their immediate safe return to their homeland, and also return the captured military assets about and compensate the damage caused to the Ukrainian side.
All responsibility for the further aggravation of the situation in the region of the Black and Azov Seas and undermining the process of peaceful settlement of the Russian-Ukrainian armed conflict rests entirely with the Kremlin regime.
We appeal to our allies and partners to take all necessary measures to deter the aggressor , including through the application of new and strengthening existing sanctions, as well as providing Ukraine with military assistance to protect Ukraine’s territorial integrity and sovereignty within internationally recognized borders.
At about 7 am on November 25, 2018, three ships of the Naval Forces of Ukraine, in violation of Articles 19 and 21 of the UN Convention on the Law of the Sea, crossed the state border of Russia and illegally entered the temporarily closed water area of the territorial sea of the Russian Federation.
At 11.30 the border guard service of the FSB of Russia recorded the advancement from the port of Berdyansk of another two Gurz class armored artillery ships heading for the Kerch Strait area.

At 19.00, the Ukrainian ships Berdyansk, Nikopol and Yany Kapu made another attempt of illegal actions within the Russian territorial sea.
The Ukrainian ships did not react to the legal requirements of the ships and boats of the FSB and the Black Sea Fleet border guards to immediately stop, making for some dangerous maneuvering.
For the purpose of forcibly stopping the Ukrainian warships, weapons were used. As a result, in the territorial waters of the Russian Federation in the Black Sea, all three vessels of the Ukrainian Navy were detained. Three wounded servicemen of the Armed Forces of Ukraine received medical assistance. There is no threat to their lives.
A criminal case has been initiated into the violation of the state border of Russia. Delayed ships delivered to the port of Kerch.
At night, Ukrainian neo-Nazis gathered outside the Russian embassy in Kiev, started burning tires and chanting “Death of Russia”.
The Ministry of Defense of Ukraine said that
“On the basis of the decision of the National Security and Defense Council of Ukraine on the introduction of a legal regime of martial law, the Chief of the General Staff, the Commander-in-Chief of the Armed Forces of Ukraine, ordered to bring the formations and units of the Armed Forces of Ukraine into full readiness.
We will note that in the evening of November 25, the Ukrainian punishers began a massive shelling of residential areas in the Donetsk People’s Republic. The shelling began around 23.00 and is carried out through various types of weapons, including heavy artillery.
In the Lugansk People’s Republic, they also reported that Ukrainian punitive forces opened fir five times on the territory of the region. The areas of Zolotogo-5, the urban-type settlement of Kalinovo, the villages of Sokolniki and Krasny Yar were subjected to shelling. The fire was made of 120-mm and 82-mm mortar launchers, weapons, heavy antitank grenade launchers and automatic heavy grenade launchers.
On Monday, Poroshenko intends to hold talks with NATO Secretary General Jens Stoltenberg and leaders of several states.
Thus, we are witnessing a new round of Soft power. Without engaging in direct military conflict, the United States leads the war against Russia by proxy through hostile actions of a limited state with a puppet government on the border with Russia. In addition to creating instability on the borders of Russia, the provocation will be used
- as a reason for imposing new economic and political sanctions on Russia
- for the supply of arms to Ukraine against Russia
- for sending NATO military instructors to Ukraine
- to keep the junta under US control
- for a new round of information war against Russia, accusations of aggression, planting Russophobia.
